The average figure for Level 3 in England is 46 per cent.The DfEE’s Labour Force Survey for autumn 1999 also found that 74.9 per centof 19- to 21-year-olds in England have achieved a Level 2 NVQ or equivalent. The survey is used to measure progress towards four learning targets.
